Florida dmv. issue a (8 digit vin sticker)?

why did florida dmv. issue a (8 digit vin sticker) that reads (assigned identification FLA##### ) on top with a big (bar code or computer scan Id) in the middle and below that on left bottom corner it has (ao24451) then (division of vehicles state of florida) on the bottom right. when the softail frame has a 17 digit vin stamp into the neck? now i have the custom harley here in ohio,and its already been inspected and already has a ohio title. and ohio seems to have honored the (8 digit vin sticker). now my insurance wont give full coverage cause they need a 17 digit vin on the title. called highway patrol and they cant or wont help, and called ohio dmv and they said not sure but i should save a picture of sticker on frame and put in with my own papers, cant or wont help. i think when highway patrol inspcted it for a ohio title they should have used the 17 digit number stamped on the neck cause what hapens if the florida sticker comes off? help i need advice from some one who knows or has been through this.|||the bike has been modified, and Fl. issued a new ID. since the original VIN is still on the bike, give that number to your insurancee. then try to obtain a better answer to your question from DMV
