Why wont the dmv in caliornia let you take a drivers test with a car that is from florida?

i went to take my drivers test in a california DMV and (since i don't have my car yet) i used my mom's (but mom lives in florida) so the lady at the dmv told me i could not take the test because of a at fault law or something (i was really mad so i really did no comprehend the explenation she gave me) so.. does anyone know the answer?|||It's probably due to smog laws. California has some of the strictest smog laws in the U.S. other than all cars sold in California have C.A.R.B. (California Air Resources Board) numbers on emissions control devices. your moms car from Florida is practically the same thing. its just one of those stupid laws.
